Announcement of Establishment of NO&T Data Lab and Conclusion of a Collaborative Agreement with the Center for Interdisciplinary Studies of Law and Policy at the Graduate School of Law, Kyoto University

Nagashima Ohno & Tsunematsu (Location: Chiyoda-ku, Tokyo; Managing Partner: Soichiro Fujiwara; “NO&T”) established NO&T Data Lab Co., Ltd. (“NO&T Data Lab”) in November 2024. This entity was established to provide enhanced advisory services in the fields of governance and compliance by integrating insights from related disciplines such as economics, business management, psychology, and data analysis. NO&T Data Lab will also support corporate initiatives aimed at organizational culture reform and evaluating the effectiveness of related measures.
In December 2024, NO&T also entered into a comprehensive collaboration agreement with the Center for Interdisciplinary Studies of Law and Policy at the Graduate School of Law, Kyoto University, which shares NO&T Data Lab’s commitment to cutting-edge initiatives. The agreement covers joint research and related cooperative activities.
In order to commemorate the establishment of NO&T Data Lab and the conclusion of the collaboration agreement, we are pleased to announce that we will hold a symposium, as detailed below.

1. Establishment of NO&T Data Lab

Background
Recent reports of repeated cases of corporate misconduct at Japanese companies have highlighted the presence of complex, structural issues underlying these cases and the need to take effective measures to prevent their recurrence and evaluate their effectiveness.
Moreover, in recent years, international regulatory authorities, including the U.S. Department of Justice, have increasingly emphasized the importance of demonstrating the effectiveness of compliance programs. Simply putting formal policies and structures in place is no longer sufficient; companies are now expected to leverage cutting-edge technologies such as data analytics and artificial intelligence to ensure that their compliance programs deter, detect, and address potential misconduct.
Additionally, while many corporate leaders recognize the importance of organizational culture and the need for improvement, the absence of clear methodologies and actionable strategies has often prevented meaningful reform.
In response, NO&T drew on its extensive track record of supporting a broad range of matters, as well as its considerable expertise in crisis management and compliance program design and evaluation, to establish NO&T Data Lab. By combining legal insights with expertise from interdisciplinary fields such as economics, organizational economics, behavioral economics, business management, psychology and neuroscience, and data analysis, NO&T Data Lab will provide high-quality advice in line with global trends and standards in governance and compliance. It will also assist companies with their initiatives aimed at organizational culture reform and the evaluation of the effectiveness of related measures.

Business Activities
NO&T Data Lab will provide specialized advice, propose targeted measures, and conduct data analysis covering the areas below, drawing on the expertise of specialists in interdisciplinary fields such as law and economics, organizational economics, behavioral economics, business administration, psychology, and neuroscience.

・Improving organizational culture following incidents of misconduct, including designing, implementing, and evaluating the effectiveness of recurrence prevention measures.
・Planning projects to evaluate and improve organizational culture under normal business conditions.
・Developing and evaluating the effectiveness of governance and compliance programs under normal business conditions.

We believe that, through its activities, NO&T Data Lab will make a significant contribution to Japanese society by improving the quality of governance and compliance programs in companies and other organizations, ensuring trust both internally and externally, and supporting the design of organizational cultures conducive to constant innovation by leveraging the unique strengths of Japanese companies.

2. Collaborative Agreement with the Center for Interdisciplinary Studies of Law and Policy, Graduate School of Law, Kyoto University

Purpose
The purpose of this collaborative agreement is to integrate the diverse scholarly expertise of the Center for Interdisciplinary Studies of Law and Policy at the Graduate School of Law, Kyoto University with NO&T’s practical expertise. By doing so, we aim to facilitate the advancement of empirical academic research at Kyoto University and enhance the quality of legal services provided by NO&T.

Collaboration Details
・Analyze, develop, and evaluate the effectiveness of mechanisms and measures to prevent, detect, investigate and address corporate misconduct, among other activities.
・Analyze, develop, and evaluate the effectiveness of mechanisms and measures aimed at cultivating desired organizational cultures.
・Conduct cutting-edge research and development related to the areas above, and train personnel capable of implementing initiatives in practice.

3. Commemorative Symposium

In order to commemorate this collaboration, NO&T, NO&T Data Lab, and the Center for Interdisciplinary Studies of Law and Policy at the Graduate School of Law, Kyoto University will host a symposium.
